Chelyabinsk was able to advance to the Premier League thanks to a final-round defeat by Mashuk-KMW.
The South Urals team won the fall portion of the championship and secured a spot in the playoffs for promotion to the second-largest division. To directly advance in the league, it was necessary to finish in the top three in the spring. Throughout the tour, Chelyabinsk finished third, and in the event of a draw with a club from Pyatigorsk, they would have scored 27 points, overtaking Leningradets.
